Construction BOQ: work breakdown, sources and scope

A construction BOQ should show what work has been measured, where it belongs and which documents support the quantity. A chapter list is only a starting point. For a residential building, the structure, architectural works and finishes must be brought together with the consultants' schedules while keeping their responsibilities visible. Here I explain how I approach that structure, which breakdowns to agree at the outset and how to show gaps when the design is incomplete.
How I organise a construction BOQ
I start with the intended use. A tender for a main contractor, a subcontract package and a file for checking a design revision are different deliverables. We establish who will read the document, which sections they need and what supporting documents accompany it. If the work is delivered in stages, item identification should still allow the reader to return to the relevant calculation.
I also agree the breakdown by building, level and area. A basement, typical floor, roof and shared space may have different specifications. One area's quantities cannot simply be inferred from another area's total floor area. Where there are several apartment types or finish specifications, each requirement needs to be assigned to the relevant locations before quantities are combined.
| Work group | What it brings together | Interface to check |
|---|---|---|
| Groundworks and structure | Earthworks, foundations, concrete and specified structural components | Structural drawings, levels and foundation requirements |
| Architectural works and envelope | Walls, partitions, waterproofing, openings and envelope components | Opening schedules and details for each area |
| Finishes and external works | Flooring, cladding, plaster, paint and defined external works | Room types, finishes and the boundaries of the work |
| Services and consultants | Separate schedules with identified sources and revisions | Who prepares each schedule and where it meets other work |
This is an orientation map, not a mandatory scope for every building. Chapter numbering, terminology and measurement rules follow the documents adopted for the project. A template row is not a reason to assign a quantity to work that has not been designed. The bill of quantities guide explains the structure of an individual item.
What belongs alongside each quantity
Each item needs a description of the work included, a unit and a quantity with a basis that can be checked. I connect the calculation to the drawing, detail, schedule or model used for measurement and identify its revision. If an item occurs on several floors, the calculation file should make each floor's contribution to the total visible.
Differences in material, thickness or execution conditions may call for separate items. Combining them too early can conceal distinctions the reader will later need to resolve. Excessive splitting can also make a document harder to use. I match the detail to the agreed task and retain the calculation behind the summary. See the quantity calculation file guide for the documentation structure.

Bringing architectural and consultant schedules together
Before assembling a combined document, we identify who prepares electrical, plumbing, mechanical and other services schedules. Consultant schedules retain their source and revision identification and are included without changing their content as part of the compilation. Including a schedule is not a professional review of its system design. Any additional review must have its own agreed scope.
At interfaces, both sides need to be read. Is an opening, equipment base, closure or making-good operation already included in another package? Is the split between supply and installation clear? If the drawings and specifications leave an open question, I record it with references. The designer or coordination lead resolves it; inserting an estimated number does not resolve the underlying gap.
A single issue can identify which parts were measured, which came from a consultant and which remain incomplete. Before dividing the work into subcontracts, check each package's inclusions and exclusions. Read more in quantity surveying for contractors.
Incomplete design, existing buildings and revisions
When a detail is missing, I distinguish a quantity supported by the available information from an assumption that needs confirmation. The file identifies the missing information, the question and the party expected to respond. Recording a gap does not close it, but it helps the reader understand what supports the current total and which conclusions cannot yet be drawn.
For an existing building, we establish whether dimensions describe a checked condition or only a supplied drawing. Demolition, removal, protection and connections between new and existing work are addressed according to the project documents and agreed scope. Adding a storey does not justify copying the work of the floor below. Known access constraints and phasing are recorded without suggesting that an unperformed site inspection took place.
When a new revision arrives, the previous issue is retained and changes are recorded by item and reason. A total should not change without a traceable calculation. An item's description or scope can change even when its quantity does not, so the review must go beyond the numerical difference.
How to begin and what you receive
I am Yaakov Avital, a quantity surveyor and registered building technician. I measure with the perspective of a contractor who must carry out the work: what does the quantity describe, and which details are needed to understand it? The written proposal sets out the sections, delivery stages and information on which the work will be based.
Send the drawings, specifications and schedules already available, together with the project description and the purpose of the document. There is no need to invent quantities to fill empty cells. You can download a generic BOQ template as a starting point, then adapt its scope to the project's specification. The agreed Excel deliverable contains the items, units, quantities and clarifications. When contacting a quantity surveyor, also identify which parts are already being handled by consultants.
Frequently asked questions
Is a construction BOQ also a purchasing list?
Not necessarily. An item's measurement basis can differ from its ordering basis. Purchasing may also require allowance for waste, packaging, the product specification and supply stages.
Can work start before all specifications are available?
A scope supported by the current information can be agreed, with the outstanding parts clearly identified. The result should not be presented as a complete schedule of work that has not been reviewed.
Does each floor need a separate BOQ?
The breakdown depends on how the file will be used. Calculations can remain split by floor while items are summarised in one document, or separate packages can be issued if agreed in advance.
